Proposed Calif. energy budget puts focus on school efficiency

Gov. Jerry Brown, D-Calif., is set to propose $500 million on energy efficiency programs, many of the funds designated to retrofit schools to reduce bills and improve efficiency, the Los Angeles Times reports.
