Nonetheless both Islamabad and New Dehli are emphasizing that the violence, which has included the beheading of an Indian soldier, would not block efforts to improve relations between the two nuclear-armed rivals. Some intelligence analysts have identified the LoC tensions as driven either by sub-national groups seeking to promote ideological agendas, or by elements inside Pakistan or India seeking to exaggerate the threat environment.
